Why Do I Need Asbestos Management?

The Technical Bit

Asbestos Surveys include Management Surveys, Re Inspection Surveys and Refurbishment & Demolition Surveys and these are to be implemented depending on the aim and purpose for what the survey is to be used for. Management Surveys and Re Inspection Surveys address the requirements of the Duty to Manage Asbestos in Non-Domestic Premises (Regulation 4 of the Control of Asbestos Regulations 2012) and should be carried out in accordance with the latest version of the Health and Safety Executive document HSG 264 Asbestos: The Survey Guide. Surveys before demolition and refurbishment works address the requirements of the Control of Asbestos Regulations (CAR) 2012 and the Construction (Design & Management) Regulations 2015. Communal areas of managed property are deemed Non-Domestic and therefore attract the requirements of the Duty to Manage Asbestos in Non-Domestic Premises (Regulation 4 of the Control of Asbestos Regulations 2012).

  • Asbestos is banned from use in the UK and all ‘Non-Domestic’ buildings constructed before 2000 must have an asbestos survey report. Communal areas of property are deemed ‘Non-Domestic’ as they are effectively a work place. This may also apply to property under short term let (AST’s).

  • The aim of an asbestos survey is to locate and assess any Asbestos Containing Materials (ACMs) and to present the information collected in a way which allows effective management.

  • The survey report should include recommendations for any required remedial actions, ongoing monitoring and control measures of any Asbestos Containing Materials (ACM’s) found.

  • Any ACM’s found must be managed by way of completing any recommended remedial actions or regular inspections (Asbestos Re Inspection surveys).

  • The responsible person/body has a duty to make the up to date asbestos report available for inspection at all times so that anyone carrying out works on the property are aware of any ACM’s that exist BEFORE any work is carried out.

  • Where a property is built before 2000 and is to be demolished or refurbished a Refurbishment and Demolition survey must be carried out BEFORE any works are carried out.
