Residential PEEPs (PCFRA) Service

Personalised fire safety risk assessments for residents who may need assistance during evacuation, identifying reasonable and proportionate measures to support safe escape.

Not all residents can evacuate a building without assistance. Property Managers and Responsible Persons must consider individuals with mobility, sensory or cognitive impairments to ensure safe evacuation procedures are in place. A structured PEEP approach helps identify risks early and provides clarity during emergencies.

✓ Your building has residents who may need assistance evacuating
✓ You manage high-rise or complex residential properties
✓ You are reviewing or updating your fire risk assessment

When is a Residential PEEPs Service suitable?

How it works

Building Process Timeline

1. Contact Our Team

Get in touch with our team to discuss your building and requirements.

2. Establish the Building Context

We begin by reviewing the building’s current fire risk assessment and evacuation strategy to ensure all outputs are aligned with how the building operates in practice.

3. Structured Resident Engagement(If Required)

Residents are invited to come forward through controlled communications and a structured booking process, ensuring a fair and consistent opportunity for all.

4. Person-Centred Assessments

We undertake consultations using a consistent methodology focused on functional ability and practical evacuation considerations.

5. Clear & Controlled Outputs - Following assessment, outputs are deliberately separated:

  • To the resident – Individual resident assessments (PCFRAs & PEEPs)
  • To the PM – Emergency Evacuation Statement
  • To the PM – Building-level evacuation planning (BEEP)
  • To the PM – Fire Service Information Document
This maintains privacy while ensuring actionable information is available where needed.

Key Considerations Before Proceeding

  • Responsibility typically sits with the Responsible Person or duty holder, but clarity is often needed across managing agents, landlords and freeholders.

  • Not always. A proportionate approach can be taken depending on building type, risk level and resident needs.

  • PEEP strategies should include processes for engagement, communication and regular review to encourage disclosure.

  • Plans should be reviewed regularly, especially when there are changes to residents, building layout or fire safety measures.

How Residential PEEPs Support Compliance

A structured PEEPs approach supports your duties under fire safety legislation, including the Fire Safety (England) Regulations 2022. It demonstrates that reasonable steps have been taken to consider vulnerable residents and plan for safe evacuation, helping reduce risk and improve accountability.
